Whenever the traffic authority designates and describes any street or portion thereof as a through street or any intersection to which vehicles are required to stop at one or more entrance thereto, he is authorized to and may erect and maintain or cause to be erected and maintained, stop signs at those entrances of intersections where a stop is required on the basis of an engineering and traffic study.
