It shall be unlawful for anyone to ride, lead, herd, corral, tether or allow any horses or livestock or other animals not specifically otherwise authorized upon any public street, park or sidewalk if the animals are not confined within a truck or trailer intended for conveying animals except upon the issuance of a permit or except for horses used by law enforcement personnel as part of their enforcement duties.
