It is unlawful for any person, corporation, or persons to allow any water hydrant, water hose, water sprinkler, drain pipe, or similar container or means of conveying water or other liquid substance, to flow or run in such a manner as to cause water or other liquid substance to accumulate, collect, gather or run upon any street, sidewalk or alley within the city limits of the city so as to injure same or obstruct or interfere with the free travel thereon, or to permit such water to run in or upon said street, alley or sidewalk at any time; except that it shall not be unlawful to clean any sidewalk or portion thereof with water.
