No person shall make any excavation or fill any excavation in any public place without first obtaining a permit to do so from the administrative authority, except as otherwise provided in this chapter. No permit to make an excavation or fill an excavation in a public place shall be issued except as provided in this chapter. The administrative authority may issue an annual blanket permit for the purpose of placing, replacing or repairing any facility within a public place where the opening or excavation does not exceed two feet in width and four feet in length, to the following:

A. A public utility regulated by the Public Utilities Commission of the state of California;

B. A person holding a franchise from the city;

C. The Wasco public utility district. (Ord. 106 §3, 1961).
