A permit fee shall be charged by the administrative authority for the issuance of an excavation permit (the "permit fee"). Except as otherwise described herein, where cuts are allowed, a street cut workmanship and performance fee shall be charged by the administrative authority for the purpose of maintaining the workmanship and performance of the streets which are the subject of the cuts (the "street cut workmanship and performance fee"). The street cut workmanship and performance fee shall not apply to the following: (A) Pacific Gas and Electric Company or Southern California Gas Company where excavating in or under the city streets under the valid exercise of their franchises described in Ordinance Nos. 28 and 29, respectively, of the city of Wasco dated April 16, 1947; and (B) Charter Communications ("Charter") provided Charter pays the current minimum pavement degradation fee in advance by January 1st of each calendar year in which case the city shall issue Charter an annual blanket encroachment permit for all street cut work within the city for the calendar year; provided, however, that if Charter hires a subcontractor to perform any such work, the subcontractor shall have a valid city business license and obtain a public works encroachment permit at the current encroachment permit fee. The amount of the permit fee and the street cut workmanship and performance fee shall be established by the city council by resolution. (Ord. 685 §1, 2017; Ord. 106 §5, 1961).
