The material used shall be equal in quality to, and the manner of construction shall meet, all the requirements prescribed by the specifications for public sewers in the city, which may be adopted from time to time as standard specifications for the construction of sanitary sewers and appurtenances thereto by the city council, and all such work must be constructed or installed in accordance therewith before a certificate of final inspection shall be granted by the public works director.
