The city council shall collect a drainage fee for the purpose of defraying estimated cost of drainage facilities for the removal and transportation of storm drain water from the city. All undeveloped land which has not heretofore been assessed or paid a drainage fee shall pay such fees at the time a building permit is requested for the lot. (Ord. 286 §1, 1981).
