When the subdivider has filed the subdivision improvement agreement and bond or other security with the city clerk and has made the deposits and cost payments required by the provisions of this title and the Subdivision Map Act and when such agreement, deposits, and/or security has been approved by the city attorney as to form and by the city engineer as to sufficiency, the map shall be transmitted by the city clerk of the county board of supervisors for ultimate transmittal to the county recorder.
