Any building or structure for which a building permit has been issued prior to the effective date of the ordinance codified in this title may be completed and used in accordance with the plans, specifications, and permits on which said building permit was granted, if construction is commenced within sixty days after the issuance of said permit and is diligently pursued to completion.
