Upon expiration of the term of the person who is the city treasurer as of the date of the ordinance codified in this chapter or upon the office becoming vacant, the duties of the city treasurer shall be merged with those of the director of finance, and the director of finance shall thereafter be both the director of finance and the city treasurer.
