A. The chairman shall preside at meetings;

B. The vice-chairman shall assume duties of the chairman in his absence;

C. The treasurer shall prepare an annual report on all activities of the commission to the city council prior to the beginning of each fiscal year, which report shall include an annual departmental budget covering the anticipated revenues and expenditures of the department for each succeeding year, and the treasurer shall issue all warrants drawn against the parks, recreation and playground fund provided for in this chapter.
