All commission members shall be United States citizens, of the age of majority, and residents of the city, and shall continue to remain so during the term of office. Any member who absents himself from the regular meetings of the commission for three consecutive months without first securing a leave of absence from the city council, shall automatically be deemed to have voluntarily resigned from the commission, and the remaining term shall be filled by appointment.
