The purchasing agent, with the approval of the city council, may authorize, in writing, the purchasing agent to purchase specific supplies and equipment independently of the purchasing division, but he shall require that such purchases shall conform with the procedures established by this chapter and shall further require copies of the purchase orders from the agency on the purchases made under such authorization.
