To comply with the provisions of Article 5, Chapter 1, Division 1 of the Streets and Highways Code of the state of California, with particular reference to the amendments made thereto by Chapter 642, Statutes of 1935, there is created in the city treasury of the city a special fund to be known as the "Special Gas Tax Street Improvement Fund." (Ord. 14 §1, 1946).
