All such funds and moneys shall forthwith, upon receipt by the city, be deposited to the credit of the city into the bank which the city has designated either by resolution or ordinance as its primary bank. All withdrawals upon such funds or moneys shall be drawn upon warrants drawn on the city treasurer. Such warrants shall bear the signature of the city treasurer or deputy treasurer, the mayor or mayor pro tem of the city, and the city clerk or deputy city clerk. The city treasurer or deputy treasurer, the mayor or mayor pro tem of the city, and the city clerk or deputy city clerk are designated as the signatories for the withdrawal of all funds and moneys so deposited by the city.
