The chief law enforcement officer shall have a reasonable period of time in which to investigate the application and background of the applicant for a vendor’s permit or an operator’s permit including, but not limited to, the fingerprinting of any applicant. The chief law enforcement officer shall, within thirty days after the date of the filing of the application, render a written recommendation to the finance director, as to approval or denial of the application for the permit or renewal thereof.
