City obligations described in this chapter shall not be considered mandatory duties for purposes of the California Torts Claim Act, Government Code Section 815, et seq., including but not limited to the failure of the city to inspect any taxicab, negligent inspection of any taxicab by the city, the issuance of any permit or the failure to suspend or revoke any permit.
