"Cart" means, collectively, a stationary cart or a mobile cart.

"City" means the city of Wasco, a municipal corporation.

"Food" means any edible substance or beverage.

"Goods or merchandise (merchandise)" means any item that is not food.

"Mobile cart" means a piece of equipment used for vending, which is mobile, has no motor and is capable of being propelled by a single person.

"Roaming sidewalk vendor" means a sidewalk vendor who moves from place to place and stops only to complete a transaction.

"Sidewalk" means any paved surface within the public street right-of-way provided for the exclusive use of pedestrians.

"Sidewalk vendor" means a person who sells food or merchandise from a pushcart, stand, display, pedal-driven cart, wagon, showcase, rack or other nonmotorized conveyance, or from one’s person, upon a public sidewalk.

"Stationary sidewalk vendor" means a sidewalk vendor who vends from a fixed location. (Ord. 699 §2, 2018).
