As permitted by subsection (d) of Section 18300 of the Health and Safety Code and other applicable state laws, the city council declares that no person shall construct, alter, erect, install or move in any structure accessory to a mobilehome or camp car without first obtaining a building permit and paying all fees pursuant to the provisions of city ordinances, as the same now exist or may hereafter be amended, and any successors and additions thereto.
