Every vehicle which, if operated during darkness, would be subject to the provisions of Sections 25100 and 25101 of the Vehicle Code of the state of California, and every truck tractor, irrespective of width, shall at all times be equipped with at least three pot torches, or three red electric lanterns, or three red emergency reflectors. The devices need be carried by only one vehicle in a combination. When any vehicle mentioned above or any trailer or semi-trailer is disabled upon streets or highways outside of any business or residence district within this city and upon which street or highway there is insufficient street lighting to reveal a vehicle at a distance of two hundred feet, the driver of the disabled vehicle shall place warning devices upon the road, as specified in Vehicle Code 25300 of the state of California.
