When authorized signs are in place giving notice thereof, no person shall stop, stand, or park any vehicle upon any street in the city of Wasco between the hours of three a.m. and five a.m. of any day designated for any purpose other than loading or unloading passengers and materials, as said streets may be designated and set forth by ordinance or resolution.
