When authorized signs are placed giving notice thereof no person shall stop, stand or park any vehicle in a parking space as set forth in ordinance or resolution of the city council for a period of time longer than fifteen minutes at any time between the hours of nine a.m. and six p.m. of any day except Sunday and holidays.
