The purpose of this chapter is to regulate and control the parking of certain commercial vehicles upon residential streets and private residential property within the city having a manufacturer’s gross vehicle weight rating of twelve thousand pounds or more and promote and maintain the general health, safety and welfare of citizens residing in the city through the preservation of established residential neighborhoods.
