The following words and phrases when used in this chapter shall for the purposes of this chapter have the meanings ascribed as follows:

"Commercial vehicle" has the same meaning as set forth in California Vehicle Code Section 260 and shall also include motor trucks, road tractors, semi-trailers, trailers and truck-tractors.

"Motor truck" means a motor vehicle designed, used or maintained primarily for the transportation of property.

"Park" means to stand or leave standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or materials.

"Road tractor" means a motor vehicle designed and used for drawing other vehicles and not so constructed as to carry any load thereon, either independently or any part of the weight of a vehicle or load so drawn.

"Semi-trailer" means a vehicle designed for carrying persons or property and having one or more axles and one or more wheels, used in conjunction with a motor vehicle and so constructed that some part of its weight and that of its load rests upon, or is carried by, another vehicle.

"Stop or stand" means any stopping or standing of a vehicle, whether occupied or not, except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device.

"Trailer" means a vehicle designed for carrying persons or property on its own structure and for being drawn by a motor vehicle, and so constructed that no part of its weight rests upon any other vehicle.

"Truck tractor" means a motor vehicle designed and used primarily for drawing other vehicles and not so constructed as to carry a load other than a part of the weight of the vehicle and load so drawn.

"Vehicle" means a device in, upon or by which any person or property is or may be propelled, moved or drawn upon a highway, except a device moved by human power or used exclusively upon stationary rails or tracks. (Ord. 427 §1, 1999).
