No person shall park or leave standing any commercial vehicle as defined in Division 14.85 of the California Vehicle Code upon any street, alley or private residential property within any residential zone or residentially developed property of the city, if such vehicle has a manufacturer’s gross vehicle weight rating of ten thousand pounds or more and shall also include motor trucks, road tractors, semi-trailers, trailers and truck tractors for any purpose other than making pickups or deliveries of passengers, goods, wares and merchandise from or to any building or structure, located on such street or for any purpose other than delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such street for which a building permit has previously been obtained. This restriction shall include buses and catering trucks, regardless of weight. For the purpose of this chapter, delivery or pickup of passengers shall mean passengers riding on buses or other mass transit vehicle under the jurisdiction of the Public Utility Commission.

This section shall not apply to the parking of tow trucks in residential zone or residentially developed property of the city where the tow company is on-call and has a tow service agreement with the local (city of Wasco) sheriff’s department and highway patrol.
