Nothing in this chapter shall be constructed to prevent the driving, operation, parking or stopping of fire apparatus upon any streets of the city, nor shall this chapter by its terms prevent equipment owned by the city from being parked or stopped upon any streets of the city. In addition, the provisions of this chapter shall not apply to:

A. Passenger buses under the jurisdiction of the Public Utilities Commission;

B. Any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility;

C. Any vehicle owned by the United States Government or which is in use for the collection, transportation or delivery of the United States mail;

D. Any commercial vehicle making pickups or deliveries of passengers, goods, wares and merchandise from or to any building or structure located in a residential district or delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure for which a building permit has been obtained prior to such delivery. For the purpose of this chapter, delivery or pickup of passengers shall mean passengers riding on buses or other mass-transit vehicles under the jurisdiction of the Public Utilities Commission.
