The police department is authorized and directed to issue, upon written application, annual bicycle licenses upon the calendar year basis commencing with the effective date of the ordinance codified in this chapter. The annual licenses shall be obtained prior to the first day of February of each calendar year. Licenses when issued, shall entitle the licensee to operate such bicycle for which the license has been issued upon all the streets, alleys and public highways, exclusive of sidewalks, in the city.
