The city shall provide each year a luminous sticker or metallic license plate or seal, together with registration card, said luminous sticker or plate and registration card having numbers thereon in numerical order beginning with number one and indicating the year for which the same are issued, and the letters WPD stamped thereon. The sticker or plate shall be suitable for attachment upon the frames of bicycles, and it shall be the duty of the police department to attach one to the frame of each bicycle, on the left side below the seat, and to issue a corresponding registration card to the licensee upon the payment of the license fee provided in this chapter. Such luminous sticker shall remain attached during the existence of the license. The police department shall also keep a record of the date of issuance of each license, to whom issued, and the number thereof. (Ord. 174 §3, 1972).
