When the temporary removal of any wires, conduits, poles or other equipment of any public utility service is necessitated by any such moving, the person in charge of the moving shall, at least twenty-four hours before such temporary removal becomes necessary, notify the person or persons in charge of said wires, conduits, poles or other equipment that such removal is necessary, and thereupon the temporary removal shall be made at the time required for the passage of the building or other structure; provided, however, that all reasonable costs and charges for such temporary removal shall first be paid or tendered by the permittee.
