No building shall be moved or transported from any lot, site or location inside or outside the city to a lot or location inside the city, unless the building, excluding its foundation, is in compliance with the structural minimum requirements prescribed by the Uniform Building Code, as adopted by the city, at the time of the moving of the building into the city.
