Buildings affected by Sections 15.20.090 through 15.20.180 shall be not older than the majority of the adjoining buildings in the immediate neighborhoods to which the buildings are to be moved, and shall not be in a dilapidated, obsolete or deteriorated condition which in any manner may result in or tend to lessen the economic values of adjoining properties, or be a detriment to the neighborhoods in which the buildings are to be placed.
