The fire chief, whenever in his judgment it is deemed necessary for the handling of the fire apparatus or the management and control of a fire, shall have the power to place guards across any street, alley and public way on which is situated any burning fire, or to otherwise obstruct or block the streets or highways in the immediate vicinity of said fire, and at such other points as he may deem expedient and necessary.
