The commission shall hold at least one regular meeting each month. It shall adopt rules for the transaction of business and establish and maintain a written record of its resolutions, transactions, findings and determinations, which record shall be open to public inspection. The commission may appoint officers and employees and contract for services, subject to the provisions of law, providing that all expenditures authorized and made by the commission, exclusive of gifts, shall be within the amount appropriated for the purpose by the city council.
