Purchase of supplies and equipment shall be made in accordance with administrative regulations governing the preparation and issuance of purchase orders. Except as otherwise prescribed in this chapter, the administrative regulations shall establish responsibilities for processing purchase orders, and no exceptions may be made unless specifically provided for in the regulations.
