The purchasing agent of the using department shall inspect any supplies and equipment upon receipt to verify that they conform in quality and quantity as specified by the purchase order. Before payment is authorized, the satisfactory receipt of goods shall be established as prescribed in the administrative regulations governing the processing of purchase orders.
