Nothing contained in this chapter shall be deemed or construed to require the payment of any business license tax prescribed in this chapter by any public utility possessing a franchise granted by the city pursuant to which franchise said public utility pays to the city an annual franchise fee or otherwise makes annual payments to the city for the privilege in said franchise specified.
