Nothing contained in this chapter shall be deemed or construed to require the payment of any business license tax prescribed in this chapter by any person engaged in the business of recreation instruction or sports officiating for programs or activities conducted or sponsored by the city, Wasco recreation and parks district or Wasco school districts.
