The provisions of this chapter shall be applicable to all persons and businesses described herein whether the herein described activities were established before or after the effective date of the ordinance enacting this chapter into law. All such persons and businesses shall have thirty days from the effective date to file a completed application for a vendor or operator’s permit with the chief law enforcement officer.
