A. Horns shall be permitted to be used only when reasonably necessary to insure the safe operation of the food vending vehicle while being operated on any public or private street, alley or highway or on public property.

B. No person on a food vending vehicle shall operate any horns, sound amplification systems or other sound producing devices or music systems which are greater than sixty decibels one hundred feet from the vending vehicle when such vehicle is moving, stopped, standing, or parked for purposes of advertisement when such vehicle is being operated as a food vending vehicle on any public or private street, alley or highway or on public property.
