Waste matter as defined in Section 8.24.020 of this chapter, which by reason of its location and character would materially hamper or interfere with the prevention or suspension or suppression of fire upon the premises, or the abatement of a nuisance as defined by Section 8.24.030 of this chapter, is a public nuisance.
