All buildings referred to in Sections 15.20.090 through 15.20.180 shall, before any permit to move the same is granted, be thoroughly and competently inspected by a licensed termite inspector who shall certify, in writing, that the buildings are free from termites, vermin, dry rot and/or other pests, fungi or decay.
