Whenever the building official withholds or refuses the issuance of the permit required under this chapter, the applicant may, within ten days, appeal to the city council, in writing, indicating where his interpretation of the Uniform Building Code differs, and requesting an interpretation of the sections as to their application to the building proposed to be moved. The city council shall make its recommendations and give its interpretation within thirty days from the date of filing of the appeal, and the building official and the applicant shall be governed thereby.
